The IBBI CPIO had rejected his application, stating the information was not maintained by the Board. Tewari\u2019s appeal argued that since the IRP operates under the IBBI, the Board should obtain the information from the IRP. The First Appellate Authority (FAA) ruled that a public authority is not obligated to collect or create information that it does not hold.
