The circular provides that exporters may continue obtaining test reports from NABL-accredited laboratories, laboratories recognised by Export Promotion Councils (EPCs), or other recognised agencies to satisfy the regulatory requirements of importing countries. In the absence of any risk-based intervention or specific intelligence inputs, customs officers are directed to consider such accredited test reports without mandatorily forwarding samples to the Central Revenues Control Laboratory (CRCL). It also states that no changes have been made to the testing procedures applicable to import consignments.
