The new regulations replace multiple legacy baggage regulations. These mandate electronic declaration of accompanied and unaccompanied baggage through ICEGATE or the Atithi app, introduce standardised Customs Baggage Declaration (CBD) forms, and formalise Green and Red Channel procedures. Passengers carrying dutiable or prohibited goods must declare electronically, with provisions for advance filing, updates till arrival, and risk-based verification. The framework also covers temporary export, re-import, and duty-free temporary import of personal effects for residents and tourists, supported by export and temporary import certificates.
